The Integrity Committees Initiative was spearheaded by the Anti-Corruption Commission through the National Anti-Corruption Prevention Policy which required among other things, the creation of integrity committees in selected Ministries, Departments and Agencies (MDAs).

The Zambia Revenue Authority is one of eight such MDAs were an integrity Committee was formed. The Zambia Revenue Authority Integrity Committee (ZRAIC) was officially launched on Wednesday, 7th February 2007 by the Secretary to Cabinet, Dr. Joshua Kanganja, at a swearing-in ceremony at the Mulungushi International Conference Centre in Lusaka.

Following the launch at Mulungushi, the Commissioner General, Mr. Chriticles P. Mwansa officially opened the ZRA Integrity Committee Secretariat on 7th May 2007. The Secretariat is located on the 4th floor of Revenue House in Lusaka.

The Integrity Committee Initiative was developed through the National Anti-corruption Policy, and one of the key elements of this policy was the institutionalization of corruption prevention through Integrity Committees.

The mandate of the ZRAIC is to:

Promote transparency and minimize opportunities for corruption in the organization by spearheading and facilitating the process of corruption prevention in ZRA

Implement an institutionally tailored Corruption Prevention Action Plan which will encourage regulatory reforms aimed at simplifying processes and procedures to reduce opportunities of corruption. These reforms include the revision of the ZRA Code of Ethics, Taxpayer Charter and other related documents

Participate in the training of staff in ethics, integrity and anti-corruption theories and strategies and enlist support and understanding of these issues

Receive, consider and provide redress on all complaints emanating from within and outside ZRA relating to ethical issues and maladministration

Provide an efficient and transparent monitoring and reporting mechanism to expose unethical conduct, maladministration and corruption.
