The Drug Enforcement Commission (DEC) was established in 1989. It is a Department under the Ministry of Home Affairs established to prevent and control illegal cultivation, production, trafficking and abuse of Narcotic drugs, Psychotropic substances and Money laundering activities in order to contribute to the socio-economic development of Zambia. Zambia Revenue Authority (ZRA) signed a memorandum of understanding (MOU) in December 2020 with DEC.

Speaking when he met with a delegation from DEC today, ZRA Commissioner General Mr. Dingani Banda described DEC as one of the key strategic partners in ensuring laws relating to crime are adequately enforced.

Mr. Banda said that ZRA is keen to continue collaborating with DEC on many aspects including information sharing, capacity building and joint operations.

He further said that ZRA will continue offering assistance to partners like DEC that are helping in fighting tax and related crimes in building their capacity and other possible means.

He said “we are eager to be providing modalities to ensure that our partners are well resourced as they help in fighting corruption and tax evasion”.

And speaking during the same meeting, DEC Director General, Dr. Musonda Simwayi said that his institution is benefiting immensely from the Memorandum of Understanding (MOU) which was signed with ZRA in December 2020.

He said there has been a lot of collaboration in information sharing, joint investigations and capacity building in tax and related matters.

He further appealed to ZRA management to encourage its staff, who may be battling drug abuse whether directly or indirectly, to report in confidence so that DEC can put them on a rehabilitation programme as it is one of DEC mandates.
